Officer Cormanding are attached. Men during training would not receive any pay or allowances other than out-of-pocket expon 380. Those together with cost of Arms, Equipment, Ranges, and Uniform, together with cost of transport &c., to be borne by Revenue of the Colony on the basis of the
exiating Volunteer Corps.
The General Officer Commanding to be responsible for the training.
No man to be liable to serve beyond the
limits of the Colony. Thile under training. men will be subject to Military Law and liable to fine if drills are neglected and
must make them good.
Under such a scheme the Firms having the largest material interests in the Colony, which would there. -fore be ressonably required to pay more for insurance, will contribute most, since they will have the largest number of employees enrolled in this Reserve.
Such is the suggestion I place before you, and I ask fuck you to consider this Hemorandum as Confident-

(a). It is merely tentative at present, before any legislation is initiated it will be necessary for me to refer to the Secretary of State, sines it would probably be adopted by other Crown Colonies also, and
› indeed to be really effective and to allow of the transfor and exchange of employpes of Pirms who have establishments in different Colonies it is very necessary that it should become universal at any rete between Colonies geographical- -13 grouped together.
